You can make an argument that he either didn't have enough time for Soru/shave or that his legs were too injured for that magnitude, but why didn't he use Kami-e? Also, why tf did Robin move away from the ship?? The Marines have shown they don't give a shit about peoples lives, so Kokoro, Chimney and Gonbe staying there won't stop those radical Vice Admirals from firing on the ship.
